Penn Central
We're not sure what the second-to-last digit is. Since ore cars were about as low priority as one could get on Conrail's rolling stock roster, it should be no surprise that the railroad never bothered to repaint many of these cars, especially when the reporting marks were the same under Conrail as they were under Penn Central or the Pennsylvania. The PC logos are interesting here. Plus, note the original PRR number.
