Conrail had placed additional orders for SD80MAC's, but during acquisition talks between Norfolk Southern and CSX the order was changed. Wanting neither AC power on their roster nor a new locomotive class owned only by one railroad in North America, Norfolk Southern changed their part of the order to DC-powered, standard cab SD70's. Plus, all the units were to be numbered in sequence with other NS units, making the SD70's transition easier to the NS roster on June 1, 1999. As a result, the SD70 was the final class of locomotive to wear standard Conrail Quality paint scheme. And so marked the end of the railroad as an independent Class 1 operator.
