U28C Conrail's 2800 horsepower U28C's were built for the Pennsylvania Railroad in 1966 and then in 1968 given to Penn Central, which placed them in series PC 6520-6534. In the 1970's and 1980's, Conrail assigned these units to New York state in order to work heavy coal drags and merchandise freights between Albany and Buffalo, NY. They rarely left that area. In 1979, Conrail renumbered them into the 6820-6834 series to make way for newly arriving SD40-2's. In their final two years of service, the old U28C's could be found working Buffalo and Albany in hump service, slow freights, and MoW trains until Conrail retired them in the mid-1980's.
