Conrail's 2800 horsepower U28C's were built for the Pennsylvania Railroad in 1960 and then given to Penn Central, which placed them in the 6520-6534 series. Conrail assigned these units to New York in order to work heavy coal drags and merchandise freights between Albany and Buffalo, NY. They rarely left that area. In their final two years of service they could be found working Buffalo and Albany in hump service, slow freights, and MoW trains until retired in the late 1980's. In 1979 Conrail renumbered them into the 6820-6834 series to make way for newly arriving SD-40-2's.Comprehensive Roster [Download PDF Version The roster below is comprehensive for these units between April 1976 and their retirement in the 1980's, and contains all predecessor units of the locomotive class that Conrail inherited. If numbers are missing from the roster, Conrail intentionally left them open. It does not contain retirement dates and dispositions due to their complex nature. All of the units were retired prior to June 1999.
